Tim Carroll is a highly experienced and respected Executive with a great deal of experience working in Australian, global and Asian Trade and innovation. He has recently held the position of State Director – Victoria, Tasmania and National Lead Health Sciences and Technologies with the Australian Trade and Investment Commission (Austrade). In this role, he was responsible for Austrade operations and facilities in Victoria and has responsibility strategic planning trade and investment in Health technology, pharmaceutical and Biotechnology for Austrade global operations. He also sat on the 3-person selection panel for applications to the Landing Pad Startup Internationalisation Programme. He is also currently highly engaged in the business innovation and startup ecosystem and Advises a number of emerging startup companies, participates in startup weekends as a mentor and manages a new incubator in Melbourne based Jiangsu-Victoria Innovation and Research Centre (JVIRC). He has often been an invited speaker to a number of events in Incubators and Research Centres on economic opportunities in globalising startups.
Dr Liying Li graduated from Sun Yat-Sen University in China with a Bachelor and Master degree in Clinical Medicine. She was a paediatrician focusing on child developmental behavior and mental health for 2 years and worked as an administrative staff member in the Faculty of Medical Sciences in Sun Yat-Sen University for 5 years. In SYSU she took the role of SYSU team manager in the Johns Hopkins-SYSU Joint Project. Dr Li is a research assistant in the Ophthalmic Epidemiology, University of Melbourne and Centre for Eye Research Australia, coordinating the Asia Pacific Research Accelerator (APRA) project. She is offering voluntary consultancy in ACHA.
Dr. Lin Zhang graduated from Anhui Medical University with Medical Bachelor degree and received his Master of Medicine degree from Peking Union Medical College. He worked in Peking Union Medical College Hospital for 7 years as a trained physician and experienced pathologist. He then received his part-time Master of Public Administration in Chinese Academy of Governance and Master of Public Health in School of Public Health, Peking Union Medical College respectively. Dr Zhang undertook his PhD in Cancer Epidemiology at Melbourne School of Population and Global Health, the University of Melbourne and Centre for Cancer Research, Victorian Comprehensive Cancer Centre. Dr Zhang has years’ experience as a consultant in the healthcare industry and engage in the healthcare Start-up ecosystem in Australia. He is manager of China Program in ACHA and mentor in UprAsia Program.
With the Master Degree of Public Policy and Management at the University of Melbourne, Ms. Yue has 8 years’ experience of working with international government agencies and global NGOs in policy research and medical research program. She was awarded Australian Leadership Awards and Australian Endeavour Awards in 2011 and 2012. She completed the Management Training for Eye Care Program Managers at the Lions Aravind Institute of Community Ophthalmology in 2014 in India. Ms. Yue is the Research Program Coordinator at ACHA, supporting and coordinating various programs between Chinese and Australian partners.

Ms Jing Liu received a Bachelor Degree in the field of International Business from Guangdong University of Foreign Studies and a Master Degree in the field of Professional Accounting from University of Queensland. She has been working in accounting, human resources management and administration in China for 8 years. As a Program Coordinator in ACHA, she is supporting and coordinating various programs implementing in China.
